He currently serves as the Chairman of the Board. With a career spanning more than three decades, Phil has made an indelible mark in the fields of development, real estate, and community involvement.
In 2005, Phil was named President and CEO of Sims-Grupe Management, where he has continued to drive the company's growth through a combination of creative instinct and tradition. His extensive experience, unwavering work ethic, and meticulous attention to detail have made him a respected figure, sought after for his creative insights into development and real estate transactions.
Over the course of his career, Phil has achieved significant milestones in the development and real estate industry. He has successfully developed, leased, purchased, or sold more than three million square feet of properties spanning from Modesto to Sacramento. Additionally, he has actively purchased and developed over 700 acres of walnuts, cherries, and almonds, leaving an enduring mark on the landscape of the region.
Phil's passion for the communities within San Joaquin County is evident in his active involvement and advocacy. He is a trusted advisor within the community and is engaged with various local organizations. Notably, Phil serves as a board member of the Business Council of San Joaquin, Chairman of the Board for Pacific Storage Company, and as a board member of Wagner Land Company. He also actively supports numerous local charitable endeavors, including San Joaquin A+, Gospel Center Rescue Mission, Children's Home of Stockton, Morada Little League, Saint Mary's High School, and the Red Rhino Orphanage Project.
Raised in Stockton, California, Phil is a proud graduate of Lincoln High School, where he was honored with the Hall of Fame recognition in 2019. He Graduated from the University of Pacific, where his commitment to excellence and community leadership continued to flourish.

Gregory Tudor

Greg Tudor is an esteemed member of the Pacific Storage Company Board of Directors, contributing over two and a half decades of unwavering service to the organization. Hailing from Cedar Rapids, Iowa, Greg has made a lasting impact in Stockton, California, and the corporate world.
With a remarkable career spanning over 39 years, Greg has held various management positions, accumulating 13 years of valuable experience at Kelly Services and an impressive 26 years at Pacific Storage Company. His journey has been marked by a tireless commitment to excellence and his role, leading to the PSC’s continued growth and success as well as being known as a dynamic leader within the corporate landscape.
Greg earned a Bachelor of Arts in Business Administration from Iowa Wesleyan College, establishing a strong educational foundation upon which he built his successful career.
In addition to his contributions at Pacific Storage Company, Greg has been a dedicated and influential member of various boards of directors. He has served on the boards of Bekins Van Lines, The Yosemite Club, Community Bank of San Joaquin, and the Business Council.
At the heart of Greg's fulfilling life in Woodbridge, California, is his family. He shares his journey with his beloved wife and takes pride in his son and daughter. Their accomplishments are a testament to the values of dedication, perseverance, and success that have been the hallmark of Greg's own life.

Paul Penn
Paul Penn, Board Member
Paul Penn is a valued member of the Pacific Storage Company Board of Directors, offering seven years of
dedicated service to the organization. With a dynamic and accomplished career spanning nearly three decades, Paul brings a wealth of technology sales and operations leadership experience to the board.
Paul's professional journey has taken him through prominent companies in the technology industry, including Oracle, SAP, ServiceNow, and VMware. During his tenure at VMware, he held a pivotal role, overseeing a $160 million business. Under his leadership, his team successfully secured some of VMware's most strategic customer contracts, including partnerships with industry giants such as Facebook, eBay, LinkedIn, and PayPal. Currently, Paul is an integral part of Nvidia, where he plays a vital role in the Global Partner Network. In this capacity, he collaborates with Global Systems Integrators to bring innovative AI and ML customer solutions to the market, contributing to the forefront of cutting-edge technology.
Paul's academic journey is marked by excellence, having graduated from the University of Southern California, and completed a summer program at the University of Cambridge, further enriching his educational background. Paul and his wife, Beth, reside in Alamo, California, where they have built a fulfilling life together over the course of twenty-two years. They take great joy in visiting their son and daughter, both of whom are pursuing their college education.

Rudy Croce
Rudy Croce, Board Member
Rudy Croce is a distinguished member of the Pacific Storage Company Board of Directors, contributing his expertise and experience to the organization. With a career deeply rooted in accounting, Rudy has established a legacy of excellence and leadership within the industry.
Rudy embarked on his professional journey at Lyman & Keister, Certified Public Accountants, which later merged with Fox & Company, a national accounting firm. His dedication and commitment to the field led to his admission as a partner at Fox & Company in 1975. This role continued as he became a partner of Grant Thornton, an international accounting firm, following the merger of the two firms. In 1987, Rudy founded his own firm, Croce & Company Accountancy Corporation, showcasing his entrepreneurial spirit and dedication to his craft.
Rudy's professional expertise lies in the domains of income tax and accounting. His extensive work involves close collaboration with individuals and corporations in sectors such as agriculture, agribusiness, manufacturing, and the legal and medical professions. He plays a vital role as a consultant to owners and executives of closely held companies, offering valuable insights into business expansion, management succession, and income and estate tax planning.
A respected member of the accounting community, Rudy is a member of the American Institute of Certified Public Accountants. His commitment to the profession is further demonstrated by his service as a board member of the California Society of Certified Public Accountants and his presidency of the San Joaquin Chapter. Rudy has also contributed his expertise as a member of various chapters and state committees of the Society.

Tom Walther
Tom Walther, Board Member
Tom Walther brings a wealth of experience and expertise to the Pacific Storage Company Board of Directors, having dedicated five years to the company. As the owner of Nationwide Equipment Co, LLC, Tom has established himself as a prominent figure in the equipment and trailer sales industry.
Tom's professional journey began in earnest at Bucknell University, where he obtained a Bachelor of Arts degree in English in 1988. This foundation in liberal arts would serve as a solid base for his diverse and successful career.
Over the years, Tom has held various roles in the equipment and trailer sales field, showcasing his versatility and dedication to the industry. He served as the Director of Trailer Sales at Transamerica Trader from 2000 to 2003 and owned Fleet Trailer Sales from 1998 to 2000. His career also took him to Boise, Idaho, where he worked as a Salesman for Trailer Marketing, Inc. between 1995 and 1997. Prior to this, he served as a Sales Representative at Transamerica Trailer Leasing in Piscataway, New Jersey, from 1990 to 1994. Tom has been an active member of the Equipment Leasing & Finance Association since 2004, demonstrating his commitment to staying current and connected within his industry.
Currently based in Boise, Idaho, Tom Walther continues to make significant contributions to the equipment and trailer sales market, and his role on the Pacific Storage Company Board further exemplifies his dedication to enhancing the company's growth and success.
Matthew Foy
Matthew Foy, Board Member
Matthew Foy is a distinguished member of the Pacific Storage Company Board of Directors, having served for eight years. In his current role as a partner in the San Francisco office of Gordon Rees Scully Mansukhani, he not only brings a wealth of experience but also a deep commitment to the organization.
With over two decades of legal expertise, Mr. Foy has become a prominent figure in the field of insurance law. He serves as the National Practice Group Leader for the firm's Property and Casualty Insurance practice and the Practice Group Leader for the San Francisco Insurance group. His extensive background includes representing national insurers at various stages, from claims and trials to appellate work.
Matthew's educational journey began with earning his Bachelor of Science degree from the University of Southern California in 1992. He then pursued a legal career, graduating from Santa Clara University School of Law in 1996, where he earned his Juris Doctor (JD) degree.
Currently residing in Orinda, California, Matthew Foy is not only a dedicated professional but also an active member of various professional associations. Notably, he served as the Former Chair of the Insurance Law Committee for DRI – The Voice of the Defense Bar. His outstanding contributions have earned him prestigious distinctions, including the Super Lawyers® recognition in the field of Insurance Coverage from 2016 to 2023 and the Best Lawyers in America® distinction in Insurance Law from 2019 to 2024.

Zachary Johnson
Zachary Johnson, Board Member
Zach Johnson, the newest member of the Pacific Storage Company Board of Directors, brings a fresh perspective and a wealth of experience in the field of property management and real estate. Appointed to the board in June 2023, Zach is an exciting addition to the organization.
Zach's graduated from Cal Poly San Luis Obispo in 2018. As a member of the Lambda Chi Alpha fraternity, he developed valuable leadership and teamwork skills that continue to serve him well in his professional life.
Currently, Zach serves as a Property Manager at Wagner Land Company, where he oversees an extensive portfolio of properties. This includes managing 3,500 acres of timber property, as well as 200 acres of walnut, almond, and cherry orchards. His role extends to both residential and commercial real estate investment properties, showcasing his versatility in the field.
In addition to his property management responsibilities, Zach is a Partner/Owner in C&J farms, which owns a 10-acre u-pick cherry orchard. His commitment to agriculture and real estate investment highlights his diverse interests and his dedication to making a positive impact in the industry.

Charles W. Wagner

Charles W. Wagner stands as an iconic figure in the annals of the Pacific Storage Company's Board of Directors. As the descendant of the company's illustrious founder, Charles Wagner, his connection to the organization is not merely professional; it's a familial legacy. After receiving his economics degree from Stanford, Charles's journey with the company began in 1962 when he first joined its ranks. His dedication, expertise, and unwavering commitment have set the stage for a transformative era in the company's history.
A defining moment in Charles's illustrious career came in 1982 when he assumed the pivotal role of Chairman of the Board. For nearly four decades, he steered the company through the ebbs and flows of the industry. His strategic acumen, unwavering guidance, and visionary leadership were instrumental in elevating Pacific Storage Company to a prominent position within the business landscape. Under his stewardship, the company thrived and solidified its place as a key player in the industry.
In 2021, a poignant transition of leadership unfolded as Charles chose to gracefully step down from the Chairman's position. This moment was a testament to his unwavering faith in the company's capacity to flourish under new leadership. The baton was passed to Phil Johnson, who assumed the mantle as the new Chairman of the Board. To commemorate Charles's remarkable legacy and the significance of his decision, the board unanimously conferred upon him the distinguished title of the first Emeritus Board Member in 2023. This prestigious designation signifies Charles's enduring impact on Pacific Storage Company and the industry at large. His contributions are celebrated, and his wisdom remains a guiding force within the company, ensuring its continued success and growth.
Charles is currently Chairman of the Board of Wagner land, a role he has served since 1994. However, his commitment to excellence extends far beyond the boardroom. Charles dedication to community service is exemplified by his roles as President of the boards of the Haggin Museum, The Cancer Society, and Pioneer Museum, reflecting his profound commitment to both the business community and the broader society. Further emphasizing his passion for giving back, he has actively served on the board of directors for Visiting Nurses. His lifelong membership and esteemed position as Cellar Master of the Wine & Food Society for San Joaquin County & Sacramento County exemplify his enduring dedication to both the epicurean and community aspects of life. Charles W.
